Professor Li Jianfa, Dr. Lulu Bao and Professor Zhang Guoqing of our center published "Research on Government Asset Governance from the Perspective of Public Property Rights" in the Journal of Xiamen University(Arts & Social Science) No. 1, 2022, which was abstracted by the arguments of China Social Sciences Digest, Issue 6, 2022.
The paper points out that one way for governments to provide public goods and services to society is through the efficient use of their assets. In the late 1980s, government asset management began to become a unique field of public management in Australia, the United Kingdom and some cities in the United States. The impetus for government asset management reform is largely due to severe fiscal pressure and limited sources of fiscal revenue. This paper analyzes the current situation and problems of Chinese government asset management, discusses government asset governance based on the theory of public property rights, and puts forward the framework of government asset governance.
